From re-offending to a female undercover in a transnational drug network.

Following my involvement in a number of drug-smuggling sites, the leaders decided to allow me to be involved in some of the anti-drug-smuggling activities, while at the same time carrying out a regulatory role, and I was pleased to do so.

Also in the autumn, we met with a big case, even more surprisingly the female lead in this big case, who used to cross the border to carry drugs and then became an undercover woman in a major drug-trafficking case, and who, of course, was the first woman undercover in my real contact with customs intelligence, which we call special.

On the 16th of September of that year, the weather was still hot for us, and at our port a shipment was declared from our port in the name of the export of Chinese medicine raw materials. The cargo was produced in Zhejiang, Ukraine, for a total declared weight of about 3.5 tons. Because Chinese herbs are generally not exported, this shipment is classified as being primarily inspected – in most places, items of pharmaceutical origin are primarily inspected, and the goods of this type are generally inspected by me.

This is normal in the process of declaration of customs exports, as freight forwarders are required to make full use of container space for billing. That night, the crystal was identified as a chemical known as pepper methone, a drug-prone chemical controlled by a class of toxic chemicals known as “3,4-methylenedioxyphenyl-2-propanone” with many uses and legitimate uses that could be processed into some industrial synthetic perfumes, a name that I was surprised to see for the first time at that time.

It was on the basis of the judgement to order new goods next month that the superiors made this bold decision to use the existing cargo as bait for fishing. For the convenience of following up on the whole process, I have re-oriented the timeline to 24 September as the first day of the case.

On September 24th, when the cargo left port, we began to count down to 40 days for the discovery of this major transnational drug case; on the fourth 28th day, when Lily Yuan and San Luo agreed on a date for a meeting on October 5th of the national holiday, we were all nervous because it meant that we were going to waste another week. Zhejiang asked Zhejiang to ask Zheng Li if she could change the time of the national holiday three days before the 3rd day, but if San Luo did not move, we would end up in October 5th, and the date would be in a place where San San and Yuan Li would have spoken, because San would only meet in Deep Shenzhen or our southwest border cities, and we felt that Deep Sheng was a very complex city.

My colleagues and I have been anxious, and the leaders have become anxious. Finally, on the thirtieth day, 2.5 tons of pepper methylketone were dissolved in ethanol solutions, and of course some of the ethanol was problematic, more water-to-water, and it was difficult to dissolve — that’s what we made for Yuan Lily. And then, in the name of liquid chemicals, they were sent from Zhejiang to a cargo yard in our provincial capital city, arranged by Cai Yu-ming himself.
