The imperial court soon made a move, and Rong Lu, who had strongly recommended yuan Shikai, was sent to investigate the case. yuan Shikai knew very well that Guangxu had almost no cards to play. But as far as Cixi and Rong Lu were concerned, they had too many cards in their hands.
